[Hara Takashi] 1856–1921. Politician. Born in Iwate. After leaving the Ministry of Foreign Affairs, he became president of the *Osaka Mainichi Shimbun*. He participated in founding the Rikken Seiyūkai (Constitutional Association of Political Friends), served as Minister of Communications and Minister of Home Affairs, and eventually became the party's president. In 1918, he formed the first party-based cabinet—earning the nickname "Commoner Prime Minister"—and implemented proactive policies such as improving transportation infrastructure and expanding education. He was assassinated at Tokyo Station.
