This fragment contains a copy of the Kokin Wakashū (Collection of Ancient and Modern Japanese Poems) written on karakami paper printed with large tortoise and turtle motifs, as well as arabesque and pine needle patterns using white mica.
Other surviving works attributed to Toshiyori include the "Todaiji Fragment" and the "Karakami Lotus Sutra Fragment," which are inscribed on Chinese paper.
This suggests that it was common practice among scholars of ancient calligraphy to attribute such fragments of Chinese paper to Toshiyori.

主なくてさらせる布をたなばたに
わが心とや今日はかさまし
比叡の山なる音羽の瀧を見てよめる
忠岑
落ちたぎつ瀧の水上年つもり
老いにけらしな黒き筋なし
《大意》
持ち主がなくてさらしてある布を、織女に、
私の心を込めたものとしてお供えいたしましょうか。
激しく落ちて流れる瀧の上流は、年をとって老いた
ようだ、黒い筋がまったくない。
