The main paper of this scroll exhibits minor damage, and the mounting material is also damaged.
The Fugen Enmei figure is depicted in two forms: with two arms and with twenty arms. The former is associated with the Tendai sect, while the latter is linked to the Shingon sect. As this image represents the latter type with twenty arms, it was likely crafted as a representation of the Shingon esoteric Buddhist tradition.
