This is a law document issued by Ii Naotsugu (1590-1662), a feudal lord from the end of the Sengoku period to the early Edo period. Naotsugu was born as the eldest son of Ii Naomasa, one of the Four Heavenly Kings of the Tokugawa shogunate, and is known for his achievements, including the construction of Hikone Castle. He is said to have called himself Naotsugu from 1602, when he inherited the territory left by his father Naomasa, until around 1615, when he was given the Annaka Domain in Kozuke Province (he changed his name to Naokatsu), and so this law document is thought to date from that period. Naotsugu was not officially treated as the head of the Ii family, but during the above period he effectively ruled the Hikone Domain as its lord.
The contents of the law are prohibitions that forbid gambling and other gambling activities, sightseeing pilgrimages, entering and leaving the courtesan towns, and other actions that disrupt public morals, and also command strict adherence to the practice of "hitogaeshi." "Hitogaeshi" refers to the recall of people who have migrated without permission through negotiations between the feudal lords in order to prevent them from migrating to other territories. Interestingly, this document shows a tolerant attitude, instructing that even if members of the household have migrated to other territories, they should be excused from reporting this time.
Documents signed by "Naotsugu" are extremely rare.
1590-1662: A feudal lord of the early Edo period.
Born in 1582, he was the eldest son of Ii Naomasa. He succeeded his father and became lord of Sawayama Castle in Omi (Shiga Prefecture) in 1602. In 1603, he began construction of a castle on Mt. Hikone, and later moved to Hikone Castle. By order of Tokugawa Ieyasu, he handed over the lordship of Hikone Domain to his half-brother Naotaka, was granted 30,000 koku, and in 1615 became the first Ii family lord of Annaka Domain in Kozuke (Gunma Prefecture). At this time, he changed his name from Naotsugu to Naokatsu. He died on July 11, 1662, aged 73. He was from Totomi (Shizuoka Prefecture).
