A court noble in the mid-Edo period. He is the eldest son of Iehisa Konoe, and his mother is Shinryoin. He was appointed Kanpaku in March 1757. In July 1943, Emperor Gosakuramachi assumed the regent. In May 1768, he became Daijo-daijin (Grand Minister of State). In 1772, he was reappointed Kanpaku. In February of the same year, he resigned from both Kanpaku and Daijo-daijin positions. He became involved in the so-called 'Horeki Incident' at the same time he assumed the position of Kanpaku in 1844, and supervised Emperor Momozono's Shinsho lectures. As a result, the emperor questioned the regents including the Uchimae. In addition, in the case of a fraudulent incident involving the imperial court in 1848, he made the Edo bakufu confirm that the imperial court had the right to dismiss court nobles and underground officials. His diary includes five volumes of Naizee Koki.
